Replying to Access Expiry Based On Unique Number

I am not sure if your add-on is what I am looking for but I need something to do the following and am finding it a little tricky:
We run fundraisers using locals discount cards. Each card has a unique number and is valid for 12 mths. I want to provide access to registered card holders to our online discount directory. The online Directory will register users but I have no way to stop users from having access to the directory once they register directly as a user other than through a manual process. Here is what I want to do:
1. Use Wordpress to register user. They would sign up, enter Name, Email and valid discount card number (they have already paid for the card so I just want to manage how long they get access to the online directory). My directory can have pass through logins via other sites so creating them as a wordpress user should be fine.
2. Prior to card expiry I want to sent notifications to maybe renew online and have the latest card sent or maybe just direct them to an organisation to purchase another card and then they update their card number (once purchased) to access the directory again. Will need to add address details here so the new card can be sent.
Q. Can I create a list of valid numbers and then when someone registers it checks against that list to confirm they have a valid number. Similar to a discount coupon code concept, except there might be up several hundred thousand codes/numbers?
