The problem is resolved. I deactivated all the plugins except exchange, the membership addon, and the physical product addon. Then I could add the product files to the membership and they are saved when I click save draft. I activated all the other plugins on the site and I can still add products to the membership.

Can you please (always :)) provide us with a URL so we can take a look at what's going on?  That's the best way for us to diagnose any issues.

I put in the name of the product file and a url to the file but the Product Files are not being saved when I click to update the product. The product type is membership.
