Not sure if plugins provide their own tests and messages, but:
Pods CMS 1.8.4 (plugin) tooltip for Apache mod_rewrite / IIS ISAPI_Rewrite / nginx Enabled says
"system much be present" when "system must be present" is likely the desired message.
