How to Fix Three Fails Found by Serverbuddy

We ran Serverbuddy on our site and got fails on 3 tests: 1) Aloow Call Time Pass; 2) Magic Quotes (GPC); and 3) Maximum Execution Time. We are trying to fix an issue with BackupBuddy and DisplayBuddy and was hoping this would help do so.
Where do we find information on what these values SHOULD be?

The first two are not really failures of anything as such but indicate that your server has some php capabilities enabled which are no longer recommended to be used and as of php 5.3 will be deprecated. Code that currently uses these capabilities should be recoded to use alternate methods but due to legacy code present in many cases a lot of hosts configure their servers to allow these things.
The third concerning maximum execution time "fails" probably because the max_execution_time configured is 30s or less (probably 30s as that seems to be the general default). This is the maximum time a script is allowed to execute before being forcibly terminated - the intention being to prevent rogue processes or processor overloading in shared environments.
For BackupBuddy, dependent upon a variety of factors, 30s _may_ be too little to allow a backup or restore (depends on site/database size, processor load, whether you have access to native zip function, etc.). Good news is that generally you can increase this through a configuration line in your php.ini file (or sometimes php5.ini or similar) with a line like:
max_execution_time = 60
to increase it to 60s, etc. Some hosts don't impose a limit, others do. Unfortunately there are some hosts that don't allow you to change it. Suggestion would be to add a line like the above to your .ini file and then try Server Buddy again - if you get an OK for this item then you know your change has been allowed.
I can't think of any reason any of these would impact any of the Display Buddy plugins.
