Top/Bottom Sidebar

I have iBuilder and am having trouble controlling the Top and Bottom Sidebars. On some layouts they just show up even though I didn't specify them anywhere. I can add Left and Right Sidebars in the Layout module, but where the heck do I find Top and Bottom Sidebars?
