I use 123-reg to host my wordpress site on their Linux servers, and I'm interested in buying the builder theme.
Questions -
Does this simply upload like any other theme?
Is it guaranteed to work on my host's servers, as I previously bought Backup buddy which wasn't supported therefore I wasted my money.

there's no reason why Builder shouldn't work on your host. BackupBuddy requires a certain server configuration. In a way, Builder is indeed "just a theme" and needs uploading like any other theme.
So if the latest WordPress is running fine on your server, there should be no issue whatsoever,

In addition to the information that Ronald has given you I can tell you that BackupBuddy does work on 123-Reg within the constraints of their specific hosting plans. I maintain a site on that host and the main thing it lacks is support for the command line zip - but the compatibility mode works ok for the size of site and the slowness of the server. They do support http loop backs which another popular UK shared host that is often recommended does not. I am not specifically recommending 123-Reg but if you are having an issue with a site on there that is not specifically because of the rather lacklustre performance of their servers then please feel free to post a specific topic on the BackupBuddy forum and we can advise accordingly, thanks.

a theme does not contain any data, it is a skin, a template on your WordPress site. Changing themes has no effects on your posts, pages, comments, categories etc. Widget content may be affected since different themes use different widget areas,

So final fuss...
Does that answer then mean that it shouldn't affect how google sees my site therefore my rankings?
