Does Builder have a theme export?
Is there a marketplace for themes where users can/will be able to submit their own themes for sale?

Export/import option is available for layouts & views. Details here.
Builder and the child theme directories can be carried over from one location to another.
However, it is not easy or possible (as far as I know) to just export and import the sidebars/widgets while retaining their IDs.
BackupBuddy is the only tool (it is a WordPress plugin) that packages an entire site running Builder and allows you to restore it at another location. Details here.
iThemes does have a forum called Marketplace where members can post paid jobs and projects. No one has come forward so far to sell their child theme designs.
