I want to purchase Builder however the only difference between the standard and the developer is the child themes? as I understand it, using the standard is more than adequate to build multi website, child themes just make it easier? or are there other benefits? can you give me more info on the benefits of both.

The main difference between the two is that with the Developer Pack is that it comes with all of the child themes whereas the Foundation Pack only comes with 5. Not only does the Developer Pack come with all current child themes, you'd also have access to any new themes released during the year of your membership. Child themes make it easier for you to style your sites; you just find one that looks like the design you have in mind and activate it. You can also find one close to your design and tweak it yourself to best suit your needs.
Also, the Developer Pack comes with LoopBuddy, but the Foundation Pack does not. LoopBuddy is a plugin that helps you to control the WordPress loop. You can read more about it on the LoopBuddy page.
