If you're purchasing a WebDesign.com membership, you would have access to the WordPress Developer Courses. You can see the break down of what is included with each membership level on the WebDesign Pricing page. All packages grant you access to live webinars and the Full Membership and the Toolkit Membership levels include access to webinar replays, so you could go back and watch previous WordPress Developer courses and any other webinars you were interested in.

There isn't an app. You can, however, download MP4s of the webinar replays and then can view them on any player that plays MP4s.
