It is generally best to have this set to OFF so that software using this deprecated feature will throw a warning so you know about it. BackupBuddy is currently using a library that uses this reference though so it will warn.
I will update the BackupBuddy test to not warn about this as it is not needed for BackupBuddy to function. Thank you for pointing this discrepency out.

It is not going to really affect you if you have it on or not. But you can turn it on or off by way of the php.ini file if you have access to one.
