I currently have wordpress running on my laptop in a local environment.  I am wanting to install it on a local server so our employees can access it for development purposes and then push it out to the the live website once it has been tested.

My question is if backup buddy can handle the transfer from my computer to the server and from the server to the live (off site) server?

Yes, each of those site migrations would be a normal migration.
