Moving Wordpress Site From Linux To Windows Server 2008.

The version of WordPress (3.5) version must be kept identical.
May it be able to do all this, and which product is best suited?

BackupBuddy (http://ithemes.com/purchase/backupbuddy/) is the tool to use to create an exact(!) duplicate an entire WordPress site, so that it can be moved to another domain, or just for Backup purposes. For specifics on using Windows Server I suggest you post in the WordPress forums here: http://wordpress.org/support/ It is not the recommended server setting for WordPress, so it may require additional configuration steps on the server.
