I am hesitating between Builder and Flexx as I am not really a developer but can cut and paste code and have made a few page templates.

Which theme shoul I choose to have a contact form in the sidebar on every page?

Can this be done with a widget (plugin)?

You can also use form builder for creating such contact forms
