Hi ithemea,

Have you tried testing for a plugin conflict yet?  So you'd deactivate all of your plugins except for Exchange and then see if you can successfully select a shipping option.  If you can, reactivate your other plugins, one at a time, testing Exchange each time to see which plugin creates the conflict.  

Give that a try and then let us know how it goes.

This is on a localhost so there is no url
(tesing exchange before it goes live on the actual site so excuse the colors)

Even though the shipping is picked from the dropdown it does not become active.

Any thoughts?
