Header Graphic Does Not Load onto my Flex Canvas

I have a banner I made and I have jpg at the end. It should fit in header area and it will not load onto page. I made header area white in the meantime. How do I get the jpg to go into header and where can I type the text if I want to do that in header area in the meantime.
