I installed a tabber widget a while ago, had a developer work on optimising the site, (put all js together) and then later on the tabber widget was uninstalled. It slowed the site down as the browser was looking for a file that didn't exist

I had a similar occurrence with an analyticator plugin and the simplest course of action to get the site loading properly, was to reinstall the plugin and then figure out how to uninstall it completely.

So i want to do the same with Tabber Widget, reinstall it, but the problem being, looking through the repository there seem to be a few tabber widgets, and I am not sure which  plugin it was. Pingdom identifies a file jquery.idTabs.min.js that is 0b it is delaying page loading.

Is that file particular to the themes tabbed widget plugin?

yes, that file is used by the Tabber Widget plugin. You can download the plugin from the WordPress repository here: http://wordpress.org/plugins/tabber-widget/
