hey, there's two themes i really like:
i love the front layout of carter and the store feature, and i really enjoy the nav and heading for everett and the call out. does carter allow me to create a different nav bar appearance and have it "sticky" meaning as i scroll down the page the nav goes with it and can i have email sign up sidebar widgets integrated alongside the home page?

Carter is "just" a WordPress theme that you can customise and edit as much as you want. There is no option in the theme settings to make the navigation stick at the top, but if it is the first module, a simple css rule to set the navigation to be fixed can do the trick. Upon purchase of the theme, you will have access to the Builder support forum, there are several similar posts on the topic, and there are moderators that can help out (with minor customisations).
hope this helps,
